DERWOOD, Md. – Rihanna, a pitbull mix, has been in the Montgomery County Animal Services and Adoption Center for over 400 days, still in search of her forever home. But dogs and animals across the country, like Rihanna, are facing a bigger challenge: shelter overcrowding.
