UPDATE: Election 2014: General Assembly candidates get an early start

The 2014 campaign season has started early. This new monthly roundup feature covers Maryland election news in July, and after it was updated Aug. 6, it lists every candidate who has filed and most who have announced. Each district is listed by county and incumbents with their status. The districts reflect the new district lines, which have placed some incumbents into the same district.

If we have have missed any candidates who have announced and have a website, but have not officially filed, please email Len@MarylandReporter.com. We will update this list in September.

Maryland General Assembly

District 1C: Allegany and Washington (Edwards not yet filed; Myers is retiring)

Republican Michael McKay, president of the Allegany Board of County Commissioners, is running for an open delegate seat, reports the Hagerstown Herald-Mail. The seat is being vacated by Del. Leroy Meyers, who announced in May that he will not seek re-election.

Hancock resident Ray Givens, a Republican, announced his candidacy for the delegate seat, saying he believes in smaller government, lower taxes, individual rights and fewer bureaucratic regulations. He is retired from the military as well as from a government career in Montgomery and Prince George’s counties, reports the Cumberland Times-News.

District 4: Frederick, Carroll (Brinkley, Afzali , Elliott, Schulz  Schulz filed)

Mount Airy native and former town councilwoman Wendi Peters is running for delegate, she announced at the VFW hall on South Main Street. Cara Anthony reported in the Frederick News-Post that the Republican paralegal plans to fight for the Constitution and against taxes.

District 5: Carroll (Getty, Krebs, Ready, Stocksdale Krebs has filed.)

Republican County Commissioner Haven Shoemaker,  has filed as has Joshua Stonko

District 6: Baltimore County (Stone retiring, Minnick not yet filed; Olszewski running for Senate, Weir)

Sen. Norman Stone will not seek re-election after more than 50 years in the Maryland General Assembly, reports Bryan Sears for the Dundalk Patch. Stone is supporting Del. John Olszewski Jr. in his run for the seat. Stone is an attorney in the Law Offices of Peter Angelos and said his retirement is limited to the legislature.

Ron Snyder of ABC2 reports on Baltimore County delegate races, including the candidacy of Ric Metzgar, an Essex Republican who filed for delegate July 26. Metzgar ran unsuccessfully  in 2010 but likes his chances in 2014.

Dan Liberatore, a Republican, filed for delegate on July 26.

District 7: Baltimore County and Harford (Jennings filed, Impallaria, McDonough; Szeliga filed.)

Incumbent Del. Kathy Szeliga filed for re-election on July 18. Szeliga, a Republican is the Minority Whip in the House.

Democrat Norman Gifford filed in April.

District 9: Carroll and Howard (Kittleman runs for executive; Bates for Senate, Miller  filed for reelection)

Del. Gail Bates, a West Friendship Republican, announced she is seeking the open Senate seat in District 9. She said the timing was right because she wouldn’t run against Sen. Allan Kittleman, but he is seeking the county executive seat.

9A (two members) Former Republican congressional nominee Frank Mirabile filed for delegate July 29.

Trent Kittleman filed for delegate April 23.

9B(one member): Republican Carol Loveless has announced and filed, Democrat Tom Coale announced in June. Republican Bob Flanagan, a former delegate and secretary of transportation, has neither announced nor filed, but has a Facebook page and campaign literature.

District 10: Baltimore County (Kelley filed, Burns retiring, Jones, Nathan-Pulliam running for Senate in redrawn district 44)

Del. Emmett Burns is retiring and will not seek re-election after serving in the House of Delegates since 1995. Burns, a gay marriage opponent, said he was disheartened by the “liberal agenda” that has taken hold in the state regarding gay rights, immigration, taxes and other issues, according to the Baltimore Sun. (Burns is in redrawn District 44.)

Democrat Rob Johnson  filed for delegate.

District 11: Baltimore County (Zirkin; Cardin runs for AG, Morhaim, Stein)

Democratic incumbents Sen. Robert Zirkin, Del. Dan Morhaim and Del. Dana Stein are forming a slate for re-election, reports Michael Dresser in The Baltimore Sun. The incumbent team has not decided if they will add another candidate to the slate, which would cover all the seats in District 11. Del. Jon Cardin is running for attorney general instead of seeking re-election.

Democrat Don Engel is the only candidate who has filed, which he did in April.

District 12: Baltimore County and Howard (Kasemeyer filed; DeBoy, Malone, Bobo all three retiring)

Catonsville resident Rebecca Dongarra has entered a crowded field of Democratic delegate candidates, reports Julie Baughman for the Catonsville Times. Dongarra owns Dionysus’ Kitchen catering company.

Sen. Ed Kasemeyer, a Democrat, filed for reelection on July 25.

With three open seats, this will be one of the most competitive districts in 2014.

Democrats filed: Brian Bailey, Terri Hill, Eric Ebersole, Clarence Lam 

Democrat Mike Gisriel has not filed or announced, but has a campaign Facebook page.

District 13: Howard (Robey retiring, Guzzone filed for Senate, Pendergrass, Turner)

Columbia resident Fred Eiland wrote on his Facebook page after he filed to run for delegate on July 23. “This has been something I have wanted to do for a long time. A different way of looking at issues is needed in the House of Delegates. I’m your man. I believe the time has come for new leadership and honesty,” he said. He works for the Columbia Association as a community organizer, according to the Facebook page.

School board member Janet Siddiqui has announced she will seek a delegate seat., and has been included on the incumbents’ ticket.

Republican Danny Eaton filed for delegate in April.

District 14: Montgomery (Montgomery, Kaiser, Luedtke, Zucker all filed for re-election)

Democrat John Paul Evans of Gaithersburg filed for delegate July 31.

District 15: Montgomery (Garagiola resigning, Dumais, Feldman, Miller)

Del. Brian Feldman appealed to the Montgomery County Democratic Central Committee to select him as they decide a Senate appointment for the District 15 Senate seat to be vacated by Sen. Rob Garagiola, reports Maryland Juice. Although Feldman is still the favorite, there is some dust-up among local Democrats that he isn’t a minority candidate amid changing demographics, reports Bethesda Magazine.

District 16: Montgomery (Frosh and Frick running for AG, Lee filed for Senate, Kelly)

Aspirations for higher office have produced an open Senate seat and two open delegate seats. All the candidates so far are Democrats.

Bethesda resident Jordan Cooper is kicking off his campaign for delegate in Montgomery County, and though he is only 28 he is not inexperienced, reports Laura Thornton for the Bethesda-Chevy Chase Patch. Cooper has served as a page in the Maryland General Assembly, taught high school civics in D.C., worked as a legislative aide in Baltimore, and earned a master’s degree in public health policy from Johns Hopkins University.

Maryland Juice reported that Del. Susan Lee was thinking of running for the Senate seat vacated by Sen. Brian Frosh, who is running for Attorney General. Lee, a Democrat, filed with the Maryland Board of Elections on July 23. The same article mentioned the candidacy of Marc Korman for delegate.

He filed on July 5 with the Board of Elections, and Maryland Juice reported that he is an attorney and a member of the Montgomery County Democratic Central Committee.

Kevin Walling, former communications for Equality Maryland, the gay marriage advocacy group, announced his candidacy in mid-July according to stories by Aaron Kraut in Bethesda Now, and by Michael Lavers in the Washington Blade.

Hrant Jamgochian is running for delegate again according to this article by Aaron Kraut in Bethesda now.  Jamgochian ran in 2010.

District 17: Montgomery County (Forehand, Barve, Gilchrist, Simmons)

Sen. Jennie Forehand, a Democrat, said she is planning to run again even though there are challengers to her seat. Del. Luiz R.S. Simmons and former delegate Cheryl Kagan, are considering the race, reports the Washington Post.

District 19: Montgomery (Manno, Arora, Cullison, Kramer)

Three of the four incumbents, Sen. Roger Manno, Del. Bonnie Cullison and Del. Ben Kramer, are reported forming a slate without Del. Sam Arora, according to Bethesda Magazine.

Democrat Marice Morales, an aide to Sen. Roger Manno, filed for delegate August 2.

Democrat Melodye Berry filed in June. She had run in 2006, according to this story in the Gazette.

District 20: Montgomery (Raskin, Hixson, Hucker; Mizeur is running for governor)

Democrat Justin Chappell is running for delegate.

District 22: Prince George’s County (Pinksy, Gaines, Healey, Washington)

A potential candidate for delegate was charged with driving a suspended license. Rushern L. Baker IV, son of Prince George’s County Executive Rushern L. Baker III, a Democrat, had his license suspended for failing to complete payment for a 2011 speeding ticket, according to Maryland motor vehicle records, reports Miranda S. Spivack for The Washington Post..

District 23: Prince George’s (Peters, 23A Vallentino-Smith, Hubbard 23B Holmes)

Incumbent Del. Marvin E. Holmes, Jr., a Democrat, filed with the Maryland Board of Elections to seek re-election on July 24.

District 24: Prince George’s (Benson; Howard and Vaughn filed, Swain)

District 25: Prince George’s (Currie, Braveboy, Davis, Griffith)

Tony Jones, a Democrat, filed July 10 for the delegate seat. Jones lives in Upper Marlboro.

District 26: Prince George’s (Muse, Turner, Valderrama, Walker)

Attorney Brian Woolfolk filed July 25 for Senate. “This campaign is about innovations and ideas,” he stated in a press release. “It is about achieving substantial results. I have spent over 20 years securing community solutions in transportation, criminal justice, healthcare and economic development.”

Democrat Vernon Holmes filed for delegate in June.

District 28: Charles (Middleton, Jameson, Murphy, Wilson)

Democrat Larry Green filed for delegate in June.

District 30: Anne Arundel (Astle, Busch, George runs for governor, McMillan)

Former congressional candidate Eric Delano Knowles is running for state senate as a Republican. He filed July 9.

30A (two delegates): Maria Triandos filed for delegate in April.

District 31: Anne Arundel (Simonaire, Dwyer, Kipke; Schuh runs for executive)

Democrat Anthony Scott Harman filed for Senate in April.

31B: (two delegates) Democrat Stan Janor filed for delegate June 21. He ran for delegate in 2010.

District 32: Anne Arundel (DeGrange, Beidle, Love, Sophocleus)

Republican Jesse Mayer filed for delegate in April.

District 33:Anne Arundel (Reilly filed; Costa is retiring; McConkey, Vitale)

Republican Jeff Gauges filed for delegate in June, covered by the Capital in this story, and was Sid Saab who announced his candidacy, but did not file. Saab ran in 2010. Republican Nora Keenan also filed for delegate in May.

District 34: Harford, Cecil (Jacobs is retiring, James, Glass, Rudolph)

Republican Derek Howell, chairman of the Harford County Republican Central Committee, filed for Senate on Monday, the Dagger reports. “I will fight to repeal and ‘undo’ the nonsense coming out of Annapolis, such as the ‘rain tax’ and the dreadful infringements on our Second Amendment rights,” Howell said.

34A (two members): Republican Mike Blizzard filed in June. The Aegis reported on his announcement Tuesday.

District 35: Harford (Glassman runs for executive, Norman, Stifler, McComas)

Mike Dawson, a former Perryville commissioner, filed July 17 for the Senate seat left open by Sen. Barry Glassman as he runs for Harford County Executive. The Dagger reprints Dawson’s press announcement. The Cecil Times offers analysis by Nancy Schwerzler criticizing Dawson for creating a “whirlwind” of controversy when he was a town commissioner.

District 36: Cecil, Kent, Caroline, Queen Anne’s (Pipkin resigning, Hershey, J. Jacobs, Smigiel)

Republican J.D. Uhler filed for delegate in April. A former state trooper, Uhler will challenge Del. Mike Smigiel in Cecil County, reported Nancy Schwerzler in the Cecil Times.

District 37 (Colburn, 37A Cane)

Democrat Cheryl Everman filed for Senate in June, Josh Bollinger reports in the Star-Democrat.

37A: Wicomico County Councilwoman Sheree Sample-Hughes, a Democrat, is running for delegate, reports Jennifer Shutt in the Salisbury Daily Times. Sample-Hughes is challenging incumbent Del. Rudolph Cane.

District 37B: Talbot, Dorchester, Caroline, Wicomico (Colburn, Eckardt, Haddaway-Riccio runs for lieutenant governor)

Attorney Philip Cronan is seeking the open seat left by Del. Jeannie Haddaway-Riccio, who is running for lieutenant governor on a Republican ticket with Harford County’s David Craig. Cronan, a Republican, will focus on business development and reducing taxes to make the state more business friendly, reports Josh Bollinger in the Easton Star-Democrat.

District 38B: Wicomico and Worcester (Mathias, Conway, McDermott)

Del. Charles James Otto, a Republican previously representing District 38A, filed July 16 to run in the new single-member District 38B. Delegate Michael McDermott also lives in that district.

38C (two members)  Democrat Mike Hindi filed for delegate in April.   Republican Mary Beth Carozza filed May 30. Carozza is a former aide to Gov. Bob Erhlich, reports the Salisbury Daily Times.

District 39: ( King, Barkley, Reznik, Robinson all filed for reelection)

Xiangfei Cheng, a Republican, filed for delegate on filed July 10. Cheng lives in Montgomery Village.

District 40: Baltimore City (Pugh filed, Conaway, Robinson, Tarrant)

Marvin “Doc” Cheatham, a longtime civil rights leader in Baltimore, announced his candidacy for delegate on Anthony McCarthy Talk Show (WEAA, 88.9 FM), reports Bill Hughes in the Baltimore Post-Examiner. Cheatham said he was concerned about a spike in violence.

Rob “Bobby” LaPin, a former Baltimore City teacher and U.S. Army Veteran, became the first Democrat in the district to officially file his candidacy for delegate. LaPin is making rebuilding Baltimore and providing students with a good education a priority, according to his press release.

District 41: Baltimore City (Gladden filed, Carter, Oaks, Rosenberg)

Del. Jill Carter, a Democrat, filed for re-election on July 18. Michael Pearson filed for delegate in May.

District 42 (Brochin, 42A Lafferty, new 42B, Aumann; Frank retiring, Boteler, Kach runs for council)

Republican Chris West is running for delegate. West, a longtime Baltimore lawyer, is a former executive director of the Maryland State Republican Party and a former chairman of the Baltimore County Republican Party.  From 1980 through 2002, he served many terms as Counsel to the Maryland Republican Party and was legal counsel to all three Ehrlich for Governor campaigns.

All the candidates in Baltimore City are Democrats.

District 43: Baltimore City (Conway filed, Anderson filed, McIntosh, Washington)

Del. Curt Anderson, a Democrat, filed for re-election on July 3.

District 44: Baltimore City and County (Jones-Rodwell, Haynes, Mitchell, Stukes)

Del. Shirley Nathan-Pulliam has filed for Senate. (See District 10.

44A (one member from the city) Del. Keiffer J. Mitchell Jr. filed July 22 for re-election.

44B (two members from the county): Rainier Harvey, Charles E. Sydnor, III, and Pat Young have filed.

District 45: (McFadden filed, Branch, Glenn, Harper)

Cory McCray has been running since May, according to this story by Luke Broadwater in the Baltimore Sun.

District 46: Baltimore City (Ferguson, Clippinger, Hammen, McHale)

Civil rights lawyer Brooke Lierman, a Fells Point Democrat, is running for delegate, reports Luke Broadwater in The Baltimore Sun. Lierman works for the firm Brown, Goldstein and Levy and has been active on liquor board, environmental and transportation issues. (Speculation is that Del. Brian McHale is retiring.)
