Updating General Assembly races: More than 540 candidates vie for 188 seats

Our eighth monthly roundup of candidates for General Assembly is hopefully complete through the June 24 primary. The Feb. 25 filing deadline has passed, as has the Feb. 27 withdrawal deadline, and the March 4 deadline for the major parties to fill open ballot positions when no one has filed.

As we did last month, we include campaign fundraising totals from 2013 filed with the State Board of Elections in January. The next campaign finance reports are due April 15.

We have tried to list every candidate who has filed or filed and withdrawn. We have added figures for Cash on hand, amount Raised in 2013, and Loans or Debts when significant.

Each district is listed by county and, in most cases, incumbents (in parentheses) with their status.

The districts reflect new district lines, which have placed some incumbents into a different district. Each legislative district has one senator and three delegates, often split into subdistricts of one or two delegates. Many of the subdistricts were changed in the last redistricting, and voters are often finding out about this for the first time.

With more than 540 candidates and incumbents and so many fundraising numbers, there are likely to be some omissions and errors. Please email any needed corrections to Len Lazarick, Len@MarylandReporter.com.

Some unopposed and many not returning

Seven incumbent state senators have no opposition in either the primary or the general election, but only one delegate and one candidate for delegate face no opponent. Forty-three (43) current members of the Senate and House of Delegates will not be returning to their seats; 23 are running for other offices; 20 are retiring.

Del. Neil Parrott (Cash: $50,818; Raised: $36,468) Del. Andrew Serafini (filed affidavit of limited campaign contributions and spending. He had $179 cash for the last report filed in 2012.) The affidavit is explained at very bottom of this story.

Democrat Elizabeth Paul filed Jan. 30 (campaign committee established but no filed reports yet). Two more candidates, Democrat Charles Bailey filed Feb. 25 (no reports filed), and Republican David Hanlin filed Feb. 20 (Cash: $422; Raised: $500). Hanlin is former president of the Rotary Club in Hagerstown.

District 2B: One delegate, Washington (Donoghue filed)

Democrat Roger Wilson filed Jan. 24 (campaign account established but he filed a report of limited contributions and spending). Wilson serves on the Frederick Community College Board of Trustees, reports Bethany Rodgers in her Political Notes column in The Frederick News-Post.

Democrat Karen Lewis Young (wife of Sen. Young) filed Feb. 11 (has a campaign account, but nothing filed) and Republican Victoria Wilkins filed Feb. 28 as the Central Committee Nominee (no active campaign committee).

Running for senate:  Republicans Del. Michael Hough (Cash: 115,229; Raised: $85,888) and Sen. David Brinkley (Cash: $21,314; Raised $43,024).

Hough has accused Brinkley of being too liberal in policy, the Frederick News-Post reports.

Running for delegate: Former Del. Carmen Amedori is running for delegate in District 5 (no active campaign account). Amedori filed Jan. 13 for the delegate seat in a district crowded with incumbents, blogs Michael Swartz on monoblogue.

Bill Paulshock, a Democrat, filed Feb. 21 (Cash: $291, Raised: $4,122). The Baltimore Sun reported Paulshock was a contender in the 2010 Baltimore County Council race. Democrat Debbie Schillinger announced her candidacy on Perry Hall Patch in March; she filed Feb. 21 (Cash: -$150; Raised: $0).

After challenging the 2012 redistricting in court, Bouchat said in the statement that he wants to “give rural political sub-divisions their constitutionally guaranteed representation in the state legislative process and ensure all political sub-divisions elect separate executive and legislative branches.”

Johnson, a Randallstown resident, serves as an associate counsel for Baltimore City Public Schools and has three children who attend public schools in Baltimore County.
