Supreme Court to hear case on right of Maryland to tax out-of-state income

The U.S. Supreme Court is set to hear a case involving a Maryland couple who believe their out-of-state income should not be taxed by their state of residence.
Brian and Karen Wynne of Howard County argue the income they earn in several other states through a company Mr. Wynne partially owns should not be taxed by Maryland if they pay the income taxes in those other states.
Maryland has an out-of-state income tax credit that can be used to offset state income taxes. But there is no equivalent credit that can be used to offset county income taxes, so counties can tax the out-of-state income

Still searching for solution to shortfall in transportation funding

Former U.S. transportation secretary Ray LaHood urged leaders to consider following Virginia’s lead and rethink transportation funding at a panel discussion in Baltimore last week. LaHood proposes a higher federal gas tax to fund nationwide projects, but also suggested that the solution for a broken transportation system could be something like what Virginia did when it moved from a gas tax to a wholesale sales gas tax.

Commentary: Delaney’s infrastructure bill doesn’t hold up to scrutiny

UMBC Professor Roy Meyers takes issue with Rep. John Delaney’s proposed “Partnership to Build America Act”–a bill that would allow U.S. corporations to avoid taxes when they repatriate profits that are now booked overseas, if they purchase bonds that would be used to build infrastructure. He’s received plenty of favorable media mentions on this bill, but as a budget and policy expert, Meyers believes those reviews are far too generous.
